The Internal Revenue Service (IRS) intends to renew licenses for software products from and through Unisys Corporation in Reston, VA, the incumbent license provider. The IRS will acquire the rights to use software that operates the UNISYS mainframes in IRS production, development and test environments. Licenses for fifty seven (57) UNISYS products will be renewed, along with six (6) Unisys mainframe-based software products from the following four Independent Software Vendors (ISVs). Network Executive Software Inc.(NetEx) Oracle Corporation Formula Consultants, Inc. (FCI) Software & Management Associates (SMA) The contract will provide software licensing for IRS’s Unisys tax processing mainframe computing systems at the Enterprise Computing Centers in Martinsburg, WV (ECC-MTB), and Memphis, TN (ECC-MEM), This synopsis is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made in accordance with FAR 6.302-1 and 41 U.S.C.253(c)(1) and is solely at the discretion of the Government.
