Web Resource for Accessing Public and Private Companies' Financial and Personnel data

Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Dunn & Bradstreet, Inc. for their Hoover's Online subscription. This will provide a quick, one-stop web-accessible resource of public and private companies' financial and personnel data. The Commission on Wartime Contracting in Iraq and Afghanistan has an immediate need for one web-accessible resource with public and private companies worldwide with information like a company's history and overview, products and operations, and key financial data. The Commission needs to be able to identify key personnel and internal corporate hierarchies, search across industry records and codes (e.g. SIC, NAICS, etc), and download reports in CSV and Excel formats. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested Parties may identify their capabilities by responding to this requirement, no later than 1:00 pm Eastern, 19 April 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government.
