Technical and Regulatory Support for the Development of Criteria for Water Media (Toxicology Emphasis) (PR-CI-06-10561) The United States Environmental Protection Agency (U.S. EPA), Office of Water, Office of Science and Technology, Health and Ecological Criteria Division (HECD) seeks a contractor to provide technical and regulatory support services for the development of human health criteria, health advisories, maximum contaminate level goals and pollutant limits. This support includes activities such as conducting literature reviews, conducting hazard exposure risk assessments, performing statistical analyses, evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA), assessing the potential impact of criteria on sensitive populations, preparing criteria documents, preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements, preparing the index of references for proposed and final regulations, summarizing comments on proposed regulations, and arranging and conducting workshops The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the performance work statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that RFP PR-CI-06-10561 will be posted to the Cincinnati website, approximately June 29, 2006. This procurement will be processed as a small business set-aside and be IAW FAR Part 15. The proposed contract will be a cost-plus-fixed-fee, level-of-effort, term type contract, with a base period of one year and two one-year option periods, totaling 36 months. The base-level-of-effort (LOE) for each of the three periods will be approximately 7,375 direct labor hours, with options for additional LOE of up to 7,375 direct labor hours in each period, for a total potential 44,250 direct productive labor hours over the three years, if all options are exercised. The incumbent on the current contract is ICF Incorporated, of Fairfax, VA. Award is intended to be made by November 30, 2006.
