The U. S. Environmental Protection Agency (USEPA) has a requirement to install emergency exit walkways at its Duluth Minnesota laboratory. The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project, including, but not limited to the following: Removal of existing drainage area along existing lab building, backfill, furnish topsoil and seed for affected area. Installation of new crushed limestone walkway to include 6" wide concrete edge restraint on both sides and 12" wide concrete retaining wall with guardrail as designated on drawings. The new walkway will connect to existing concrete door landings and be separated by isolation joints as designated. As an alternate item (A-1) the crushed limestone is to be replaced with pervious pavers. The pervious pavers require specific aggregates for base, leveling bed and joint filler. A firm-fixed price contract is anticipated. Contract award will be made using best value methodology. Two evaluation factors will be used , past performance and price. The evaluation factors will be of equal weight. The anticipated contract performance period is 60 days after receipt of notice to proceed. The estimated price of the work is between $45,000 and $55,000 excluding Alternate A-1. Alternate A-1 will be priced separately from the base item(s). All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award.
