NAICS Code: 454311 This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-WA-08-00001 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is "Small Business Set-Aside" with a NAICS Code of 454311 (Heating Oil Dealers), and a size standard in millions of dollars $11.5. The description of the commercial item is for the supply and delivery of non-transportation dyed, ultra low sulphur diesel #2 heating oil to the U.S. Environmental Protection Agency Manchester Environmental Laboratory (MEL). CLIN 0001, Supply and deliver non-transportation dyed, ultra low sulphur diesel #2 heating oil to the U.S. Environmental Protection Agency Manchester Environmental Laboratory (MEL). First delivery of 3,500 gallons on or before Feb 28, 2008. Be advised, subsequent deliveries to be ordered and delivered in incremental amounts by EPA request. Typical order is 3,500 gallons, with an average of 7,000 gallons per month. CLIN 0002, Additional subsequent deliveries of 80,500 gallons non-transportation dyed, ultra low sulphur diesel #2 heating oil. Additional heating oil will be ordered and delivered in incremental amounts upon EPA Project Officer request. After first 3,500 gallon delivery, contractor shall confirm current fixed price fuel amount with Project Officer prior to each subsequent delivery to ensure adequate funding is available on order to cover remaining fuel deliveries. This contract shall be a fixed price contract with economic price adjustment for upward and downward revision of the contract price based on daily fluctuating fuel pricing. Vendor needs to provide a per gallon estimate (current firm fixed price at time of quote request) unit price and total cost of fuel. In addition vendor is instructed to outline any and all delivery charges that may apply. A full and complete quote shall include completion of Standard Form-18 (SF-18) and completion of Reps and Certification page with signature and date along with a completed questionnaire form. Acceptance will be at destination (U.S. EPA, Region 10, Manchester Environmental Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366). FOB point is destination. The selection resulting from this request for quotation will be made on the basis of the lowest priced acceptable quote from responsive and responsible quoter. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be received by mail, fax, or email by January 6, 2008 at 12:00 PM Central Standard Time (CST). Also, vendors shall submit along with quote a completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda.
