The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1(a)(2), with Purdue University's Human-Environment Modeling and Analysis (HEMA) Laboratory to provide Historical and more recent Generations of Land-use Legacy Map for Water Shed Management with Groundwater Travel Time Models included with proper documentation for the Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply and Water Resources Division (WSWRD), Water Quality Management Branch (MQMB) in Cincinnati, OH. EPA has identified Purdue University?s Human-Environment Modeling and Analysis (HEMA) Laboratory as the only provider of these unique services able to meet the requirements of this procurement. Purdue University?s Human-Environment Modeling and Analysis (HEMA) Laboratory is the only known source able to satisfy the Governments requirement because they have the capability of back-cast hydrological modeling and GIS, combined with spatial modeling of land use and hydrology. This vendor is, therefore, critical to maintaining consistency in the data collected for these projects. This procurement will be accomplished under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
