The Government of Honduras, acting through The Honduran Social Investment Fund (FHIS) with financial assistance from the UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) Mission in Honduras, invites US and Honduran firms to participate in the bidding process DIM/FHIS 007-2003 for the construction of Improvements for the Water System for the Municipality of Santa Rosa de Copán. Interested firms must be able to provide Spanish speaking personnel since all documentation is in the Spanish language. This bid is part of the Honduran Government's Program to implement permanent repairs and expansions to the water and sanitation infrastructure. The Municipal Development Program will be implemented by the Directorate of Major Infrastructure, DIM, of the Honduran Social Investment Fund (FHIS). Financing for this Project originates from the USAID and the Government of Honduras (GOH). All contracting processes under this Program will conform to the GOH/USAID Host Country Contracting Procedures. The FHIS is the contracting entity under this procurement. Typical works could include: Supplying and installation of nine (9) pumps with their components, supply of others material, etc. Although bidders will be pre-qualified for this project only, the bidder's qualifications to perform satisfactorily must be established after bids have been received. To facilitate the evaluation of a bidder's qualifications, an evaluation questionnaire attached to the bid must be submitted. The information must be enclosed in a separate envelope from the actual bid. It will be opened and reviewed prior to the bid opening. Only the bids of qualified bidders will be opened. The evaluation and bid documents must be received no later than September 11, 2003 at 10:00 am Honduran time at the Conference Room, Third Floor of the FHIS Building in Tegucigalpa, Honduras. The deadline to present any questions concerning these bid documents will be August 28, 2003. Bidders are advised that add-on work to this contract is a possibility. All firms interested in submitting bids must pre-register with the Intercollegiate Committee for Registration and Classification of Firms (CIRCE), located at Colonia Alameda, Calle Alameda, Edificio Goméz Zuniga, Local No. 105, Apartado Postal U-9017, Tegucigalpa, M.D.C. The bidding documentation consists of the following volumes: Evaluation Questionnaire, Instruction to Bidders, Model Contract, Technical Specifications, Project Descriptions, Guidelines to present Submittals, Security and Quality Control Plans, and Construction blueprints (if blueprints can’t be sent, please contact Mr. Hugo Wagner, DIM, FHIS). Due to the extensive amount of information and plans, the preferred and safest method of obtaining bidding documentation is to request it in person from Mr. Hugo Wagner Falck, DIM/FHIS. The bidding documentation (excluding blueprint files, to be obtained only at DIM/FHIS) can be obtaining by making a formal request, via e-mail, directed to

The bidding documents can be obtaining from August 14, 2003 up to August 21, 2003 previously a formal request is made. All bids should include a bid bond, directed to Leoncio Yu Way Morales, Minister of the FHIS. Receipt of the evaluation and bidding documentation must be confirmed by written notification to the contact person noted above if you wish to be notified of any amendments to the documents.
