REQUEST FOR APPLICATIONS Selection of two (2) Individual Consultants to support the Affordability Study under the Implementing Entity Agreement between MCA-Mongolia and the National Statistics Office of Mongolia (NSO) Contract number: MCA-M/ICS/025 Ulaanbaatar, Mongolia May 9, 2023 The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the Compact Funding to eligible payments under a contract associated with this Request for Application. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of Compact Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: • A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (“AWPP”); • A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and • A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply. MCA-Mongolia now invites applications from eligible Individual Consultants to provide consultancy services to support the Affordability Study under the Implementing Entity Agreement between MCA-Mongolia and the National Statistics Office of Mongolia (NSO) for the following two (2) positions: a) Study Coordinator for the Affordability Study; and b) Study Assistant for the Affordability Study. For each position, the Consultant is expected to meet the following qualifications and experience requirements: a) Study Coordinator for the Affordability Study - One (1) Consultant − Advanced degree in statistics, economics, business administration, and other relevant fields. − At least 7 years of progressive responsibility in economics-related jobs. − At least 5 years of experience including design and implementation of the socio-economic study and economic data analysis and supervision. • Experienced in water service delivery, particularly in operations and management of activities such as business planning and implementation, customer service, affordability analysis, and cost recovery will be an advantage. • Previous experience including impacts of WASH sector investments on households across socioeconomic status, in particular on evaluating the impacts of tariffs restructuring on customer’s affordability is preferred. − Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. − Proficiency in Microsoft Office and other relevant professional applications and software. − Experience of working with national and/or local stakeholders and agencies. b) Study Assistant for the Affordability Study - One (1) Consultant − University degree in statistics, economics, sociology, public policy, business administration, and other relevant fields. − At least 3 years of professional experience, including demonstrated experience in administrative and logistical support and coordination for project management preferably study research works and data analysis. • Experience with socio-economic data analysis in the WASH sector is strongly preferred. − Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. − Previous experience in report writing.
