REQUEST FOR APPLICATIONS Individual Consultant’s Services to Evaluate Bids submitted for Construction of the Conveyance System and CHPP-3 and CHPP-4's modification and SCADA Contract number: MCA-M/ICS/021 Ulaanbaatar, Mongolia January 18, 2023 The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the Compact Funding to eligible payments under a contract associated with this Request for Application. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of Compact Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: • A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (“AWPP”); • A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and • A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply. MCA-Mongolia now invites applications from eligible Individual Consultants to provide individual consultant services to review the Bids submitted for Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification and SCADA. Please note that MCA-Mongolia will not consider companies and firms for this procurement. The Consultant is expected to have the following qualifications and experience: The Consultant shall hold a minimum of a Bachelor’s degree in engineering or equivalent in a relevant field. A minimum of 15 years of demonstrable experience in the water sector, including: • Significant involvement in a minimum of two projects which installed major transmission pipelines constructed pump stations, and installed pumps and associated electrical equipment and control systems under the FIDIC Redbook contract; • Involvement in the installation of circulation or cooling water systems in a minimum of one project at the power plant; Experience in the evaluation of bids, in the water sector, under public procurements of a similar complexity; The consultant (s) should be fluent in spoken and written English and able to use Microsoft Word and Excel. Consultants may be required to spend up to three (3) weeks in Ulaanbaatar, Mongolia, for the assignment. Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). Applications must indicate name of the position and be uploaded to the submission link as specified in the RFA document no later than February 8, 2023, at 3:00 pm local time in Ulaanbaatar, Mongolia. Only electronic submissions will be permitted (applications submitted by email and hard copies will not be accepted). Late proposals will be rejected.
