This procurement is for online access to the Knovel Research Library database that includes over 2,500 reference manuals pertaining to science and engineering. The following specifications are required for a vendor supplying the Knovel Research Library database: a) Online access to the KNOVEL Research Library database that includes over 2,500 reference manuals from the included publishers (but not limited to) listed in quote mark Attachment A - Listing of Publishers quote mark for all USACE locations. b) Furnish support staff for IP modifications and other technical issues pertaining to website/database. c) Supply usage statistics and complimentary database training if/when requested. d) Material must be full text, including photographs, images, tables, graphs, etc. e) One (1) website database supplying right of entry. f) Access will be provided to the US Army Corps of Engineers - Rock Island District, 1500 Rock Island Drive, Rock Island, IL, 61201. g) Access shall be available to the Rock Island District on or about 01 January 2013 and will expire on December 31, 2013. The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service will Satisfy Agency Requirements. USACE intends to enter into a firm fixed price contract with Knovel Corporation. The NAICS Code is 519130 with a size standard of 500 employees. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however any vendor that believes it can meet the requirement may give written notification to the Contract Specialist below. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Information must be received by close of business December 28, 2012. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
