J--Procurement of sustaining engineering and technical support services to maintain the fleet of the Navy E-6B aircraft equipped with the High Power Transmit Set (HPTS) system

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source order against BOA N00019-04-G-0020 to Rockwell Collins, Inc., 350 Collins Road NE, Cedar Rapids NE, 52498-0001. Rockwell Collins is the HTPS Original Equipment Manufacturer (OEM) and possesses the necessary technical data on the design, development, and operation of the system. Rockwell has been the sole provider of technical support to maintain the system since its inception and integration on the E-6B platform in 1992. Under this delivery order, Rockwell Collins will be required to provide a variety of engineering and technical services to support the HPTS system including: investigations and analyses, repairs, repair of repairables, HPTS systems engineering services and technical support, assets/facilities/Government Furnished Equipment (GFE) maintenance and operations, training of E-6 HPTS system maintenance personnel and system operators, technical manual, maintenance plan and drawing updates and training of E-6B airframe, MDS and ADWS systems personnel.. No other provider has the technical expertise or capability to repair, test and maintain the HPTS equipment in fully operational status. This synopsis is for informational purposes only.
