15--Acquisition and Support of FY04 Low Rate Initial Production Model V-22 Aircraft

This is a notice of intent to negotiate with the Bell-Boeing Joint Venture Team, RADM William A. Moffet Building, Suite 150, 47123 Buse Road, Patuxent River, MD 20670-1547 on an other than full and open competitive basis for the acquisition and support of the FY04 Low Rate Initial Production (LRIP) model V-22 tiltrotor aircraft. The Naval Air Systems Command (NAVAIR) plans to issue a production contract for 9 MV-22 tiltrotor aircraft and 2 CV-22 aircraft, or for such quantities as authorized by Congress, and the related support necessary for the manufacturing of the aircraft. Such support consists of administrative, financial and technical data reporting, program management, configuration management, sustaining engineering and software support. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The Bell-Boeing Team is the designer, developer and sole producer of the V-22 tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the V-22 tiltrotor aircraft.
