14 -- Tactical Tomahawk Full Rate Production

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for Tactical Tomahawk Full Rate Production (FRP). The anticipated contract will be a five (5) year multi-year contract. If the multiyear is not approved, the Navy intends to award a contract with one (1) base year and four (4) option years. Contract award is planned for the third quarter fiscal year 2004. This requirement includes the hardware manufacture of All-Up-Round Tactical Tomahawk (Block IV) missiles and related equipment and services. The contract may include hardware manufacturing and testing; sustaining engineering; Special Tooling and Special Test Equipment; procurement of Range Safety Systems; Product Verification Testing and Functional Ground Testing; Guidance Test Set upgrades, support, maintenance and repair; refurbishment of containers and capsules; Government Furnished Equipment repair and upgrade; engineering and test support; and various elements of logistics support. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RSC has been the sole developer, designer, and manufacturer for the TWS. RSC solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile, and is the only source capable of meeting scheduled thresholds for Fleet introduction of the Tactical Tomahawk missile. Because a detailed knowledge and expertise of the Tactical Tomahawk missile is required to conduct tasking under this contract, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
