D--SOFTWARE MAINTENANCE UPDATES

NASA/GSFC has a requirement for the following software maintenance updates: 1. Ansoft designer. (Includes System Simulation, Circuit Simulation, Planar 3D Electromagnetic Simulation, Integrated Schematic and Layout Capability, DXF and GDSII Importing, and Optimetrics.) Maintenance Floating. Quantity of 3. Maintenance period: 05/01/05 through 04/30/06. 2. HFSS (includes HFSS Desktop, Design capture, Analysis, Post-Processing). Maintenance Floating. Quantity of 3. Maintenance period: 05/01/05 through 04/30/06. NASA/GSFC intends to purchase the items from the Ansoft Corporation. Ansoft is the developer of this software and their license' are proprietary. The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures in FAR 13.5. The Authority is 10 U.S.C2304(c)(1), Only One Responsible Source. Interested organizations may submit their ability to provide these software maintenance updates in writing to the identified point of contact not later than 4:30 p.m. local time on March 28, 2005. The ability to provide these software maintenance updates will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
