Request for Information: Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with Executive Information Systems LLC for SAS Statistical Software Maintenance Renewals. The Government intends to award for a base period of one year and four option years. Mission: TTB?s mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. TTB Background: On January 24, 2003, the Homeland Security Act of 2002 (the Act) established the Alcohol and Tobacco Tax and Trade Bureau within the Department of the Treasury. The main responsibilities of TTB are protecting the public and collecting revenue. These responsibilities are carried out by developing regulations, conducting product analyses, and ensuring tax and trade compliance with the Federal Alcohol Administration Act and the Internal Revenue Code. Nature and Description of Action: The Alcohol and Tobacco Tax and Trade Bureau?s Risk Management Office requires annual software maintenance support and updates renewals for the existing SAS software licenses. SAS Statistical Software was purchased in July 2004 from Executive Information Systems, in accordance with the partnership agreement with SAS Corporation. TTB has rights to use the software via license agreement. A sole source to Executive Information Systems is intended for this order, based on licenses requirement. No other known source has access to this license. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than seven days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Executive Information Systems, LLC.
