Renewable Energy Certificates (RECs), for ultimate transfer to NASA Johnson Space Center, Dyess Air Force Base, Air Combat Command, Air Education and Training Command, Kirtland Air Force Base and the Department of Commerce. Contract(s) are anticipated for a 24 month delivery period for NASA Johnson Space Center commencing 1 January 2007, a 12 month delivery period for Dyess Air Force Base commencing 1 January 2007, and a one time delivery for Air Combat Command, Air Education and Training Command, Kirtland Air Force Base and the Department of Commerce to occur no later than 30 September 2006 totaling 601,357 MWh. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request For Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular (FAC) 2001-26.
