S -- Base Pest Control

THIS PRE-SOLICITATION NOTICE IS FOR INFORMATION ONLY. This is the Pre-Solicitation Notice for Pest Control Services at the Great Lakes Naval Training Center Complex (areas covered will include Great Lakes, Fort Sheridan, and Glenview Naval Air Station). The solicitation will be for a base year and four option years. The services required for the pest control contract will include a combination of firm-fixed price and indefinite quantity line items. The contractor will be required to furnish all management, equipment, labor, tools, supplies and quality control. The contractor will implement a schedule and prepare a pest control management plan for the base including completion of nonchemical control and planned pesticides use sheets. An integrated pest control management system is required. Overall work includes nuisance, stored products, mosquito and other miscellaneous pest control services. The integrated pest control management system will incorporate continuous monitoring, education, record keeping, and communication to prevent vectors from causing unacceptable damage to operation, people, property, material, or the environment. This will include pest management, quality assurance, quality control, and a regular shift of working hours. The firm-fixed price portion of the contract will include scheduled services for the control of cockroaches, ants, silverfish, spiders, crickets, stored product pests, mice, rats, birds, mosquitoes, other flying pest, crawling arthropod pests, and rodents. The indefinite quantity portion of the contract will include additional nuisance pest control services not covered in the firm-fixed price portion including trapping and carcass disposal. Other miscellaneous pest control services will include trapping/netting and removal of wildlife. Additionally, an ongoing mosquito control program, including larval control, is a requirement. The North American Industry Classification System (NAICS) code for this procurement is 561710. All prospective offerors are encouraged to register as plan holders on the website. The solicitation will be as a Small Business Set-Aside. The Small Business size standard for this NAICS code is $6 million. Notification of any changes (amendments) to the solicitation may be made only on the Internet. It will be the contractor?s responsibility to check the website for any posted changes. The RFP will be available on the NAVFAC website, www.esol.navfac.navy.mil, on or about 12 November 2002 with a closing date for proposals on or about 09 December 2002. The precise closing date will be published with the solicitation. Dates for a site tour will also be announced with the solicitation.
