Notice of Intent to Sole Source Solicitation Number: 36C77619Q0015 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Elsevier Inc., 19 E Market St.; Suite LL01 Leesburg, VA 20176-3004 for the procurement of VACO Library Elsevier Journals Subscription in support of the Office of Health Informatics - Health Information Governance program under the authority of 10 U.S.Code § 2304, Contracts: competition requirements, as implemented by FAR 13.106-1(b) and 13.501(a), Sole source acquisitions. DESCRIPTION OF REQUIREMENT: Scope of Work: The contractor shall provide a web-based subscription to the following three (3) journals published by Elsevier: Journal of Biomedical Informatics, Organizational Dynamics, and Radiation Measurements. The contractor shall provide an unrestricted number of simultaneous users within VACO Library with immediate access from any web-enabled computer. It is required that all authorized remote users with VPN access have access to the product. The contractor shall provide a product that includes the technical capability to include Athens authentication for remote users. The contractor shall assure the requirements listed in paragraphs 3, Currency, and 4, Access, Content, and Support, are addressed. Period of Performance: 1/23/2019 - 1/22/2020. Currency: The contractor shall assure journals are maintained with the most current issues available with no embargo period. Access, Content, and Support: The contractor shall assure: Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant. Access is granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. This notice of intent is not a request for competitive proposals.
