70--Intent to Sole Source Autodesk Vault Professional licenses, license subscriptions, and consulting services

The US Army Corps of Engineers, Rock Island District, intends to procure Autodesk Vault Professional licenses, license subscriptions, and consulting services on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source available. This in accordance with AFARS 5139.101-90, The Army's Computer Hardware, Enterprise Software and Solutions (CHESS) program, under the Program Executive Office Enterprise Information Systems, is the mandatory source for commercial information technology (IT) hardware and software purchases. Purchases of commercial hardware and software must satisfy the IT requirements by utilizing the CHESS contracts and DoD Enterprise Software Initiative (ESI) agreements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price task order with DLT Solutions, cage code 0S0H9, located at 13861 Sunrise Valley Drive, Suite 400, Herndon, VA 20171. The associated North American Industry Classification System (NAICS) for this requirement is 334614. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the System award management (SAM)(www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
