The U.S. Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, MS intends to solicit on a sole source basis under the authority of FAR 8.405-6(b)(2) to Science Applications International Corporation (SAIC), Sterling, VA. This procurement is being conducted under the GSA, Multiple Award Schedule; only one responsible source is capable of responding due to the unique or specialized nature of the work and it is the logical follow-on to an original Federal Supply Schedule order. The GeoRover Tools for ArcGIS has proprietary data and source codes which are necessary for the annual maintenance and license. SAIC is the only known source capable of providing the licenses and annual maintenance for the Governments existing equipment. The purchase of other type of products will adversely impact the Governments mission requirements. The Government intends to acquire this commercial item using FAR Part 8.405-6(b)(2). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 12:00noon CST on 27 March 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
