ERDC Contracting Office intends to award on a sole source basis under the authority of FAR 13.501 to Thomson Reuters (Scientific), Inc, 3501 Market St., Philadelphia, PA, 19104-3302. Thomson Reuters (Scientific), Inc. is the only known source that offers a subscription to this ISI web of knowledge subscription for multisite electronic access for all ERDC users at all sites to Thomson Reuters (Scientific), Inc. The government intends to acquire a commercial item using FAR part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00p.m. CST on December 8, 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
