THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with VIZX Labs LLC, 200 W. Mercer Street, STE 500, Seattle, WA 98119, to continue the license to use its GeneSifter® Software package. This requirement will renew the agreement and continue the rights to use the software which provides updated software License for 20 GeneSifter® Accounts for a period of one year from 05/16/07 - 05/15/08 and to provide 3.5 month license extension for 5 GeneSifter® Accounts. The GeneSifter® suite provides secure, password-protected Web Access to a robust set of microarray data analysis tools. Designed for Core Bioinformatic settings it allows for data management and storage for thousands of data sets. In addition the software provides differential expression and statistical significance functionality, as well as ontology, clustering, and pathway reporting within a Core setting. The sole source determination is based upon the fact that only the manufacturer can provide the proper license, server, and maintenance for the equipment. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541511 and the Size Standard is $23.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
