70--Notice to enter into a non-competitive award with Carahsoft for enterprise software and license and maintenance for RulePoint off-the-shelf (COTS) product developed by RulePoint.

The United States Army Geospatial Center intends to enter into a sole source agreement with Carahsoft Technology Corporation for the procurement of commercial off-the-shelf (COTS) Enterprise Software License and Maintenance for RulePoint Software. The (NAICS) code for this acquisition is 334611, Software Reproducing. The Governments minimum requirements are as follows: A vendor must have a Complex Event Processing solution, a user defined interface to control a rules engine, an event detection and response across multiple security domains, ability to update remote web services at other Distributed Common Ground System-Army (DCGS-A) nodes, applications integrated into DCGS-A shall be compatible with the present Service-Orientated Architecture of DCGS-A, ability to synchronize intelligence data with the Real Time Regional Gateway (RTRG) program providing interoperability with other Intelligence Community (IC) and Services. This action will be procured using OTHER THAN AND OPEN COMPETITIVE PROCEDURES. The anticipated award date will be 31 December 2009.
