Arcata Associates, Inc. has a requirement for one (1) each IADS-TELEM-SITE - OneYear Renewal of Site License. Period of Performance: November 1, 2009 - October 31, 2010.Arcata Associates, Inc. intends to purchase the items from Symvionics, Inc. located at190 Sierra Court, Suite A-3, Palmdale, California 93550.Symvionics is the only responsible source which is capable of satisfying the agencysunique need for the following reasons:a. Symvionics developed the IADS software. Symvionics possesses the detailedknowledge for all aspects of the software and its implementation, which is unavailable toanother firm. Symvionics owns the unique detailed design information and has personnelwith the knowledge and ability to maintain and modify this software as required. Thepersonnel and design information are critical in implementing the required capabilities b. Symvionics, as the sole producer of the IADS software and licensing andmaintenance support specified has the unique capabilities required to provide thissolution. Due to the proprietary nature of the intellectual property, Symvionics is theonly firm that can provide these required services and materials. c. Schedule risk and cost will be significantly reduced through the utilization ofan existing unique capability identical to that currently used by the WATR. The time andcost of a detailed technical analysis of the capabilities provided by the Symvionics IADSsoftware will be avoided, and the time and cost of the development of an alternatesolution will also be avoided.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon 12/14/09. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
