99--MATHWORKS MATLAB SOFTWARE MAINTENANCE RENEWAL

NASA/ARC has a requirement for three (3) MATLAB maintenance licenses in support of Flight Control System Research witch consists of modeling, simulation, and analysis of aircraft control system designs. NASA/ARC intends to purchase the items from Mathworks. MATLAB is the core computational engine of the in-house developed flight control design and optimization tools, which are developed using the MATLAB programming language. All of the toolboxes are proprietary software components developed by MathWorks. No other software vendor can provide such functionality. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Rachel Jandron via email [email protected] not later than 11:30 a.m. local time on December 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
