Vicksburg Consolidated Contracts Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to BAE Systems Mission Solutions Inc., 11487 Sunset Hills Road, Reston, VA. This procurement is being conducted under Simplified Acqu isition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. BAE Systems is the only known source capable of meeting the Governments requirements for renewal and upgrades of software. The soft ware renewal and upgrades requires proprietary source codes which BAE Systems owns the rights to. The purchase of non-compatible equipment lacking the required features will adversely impact the Governments missions requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 4:00 CST on 27 December 2004. Such capabilities/qua lifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon r esponses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
