Limited Sources Justification

The Defense Security Service (DSS) plans to issue a sole source award to Palantir Technologies under Schedule 70. DSS must award this order on a sole source basis to Palantir because only Palantir Government software meets the essential Government requirements. If DSS does not possess these requirements, it will be unable to meet its requirements for supporting the Department of Defense National Counterintelligence (CI) Strategy, DSS Strategic Plan, DSS Industrial Security Field Operations, and the DSS CI Directorate's mission. These requirements are set forth in the Department of Defense Instruction 5200.39 "Critical Program Information (CPI) Protection within the Department of Defense". This award will encompass a 12 month base period and four 12 month option periods. THIS IS NOT A REQUEST FOR QUOTES. Interested vendors may identify their interest and capabilities by providing a written notification no later than 2pm 1 September 2009. Responses will be considered, however, a determination to issue a sole source award is at the sole discretion of the Government.
