15 -- Retrofit Incorporation of Engineering Change Proposals (ECPs) into the USN F/A-18 Aircraft

The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price Order under NAVAIR Basic Ordering Agreement (BOA) Number N00019-03-G-0009 for the retrofit incorporation of ECPs into USN F/A-18 Aircraft addressing a Y618 Inboard Former Crack (ECP 6135), a Y591 Bulkhead Stiffener Crack (ECP 6160), FT50 Y472.5 Bulkhead Fatigue Cracks at Main Landing Gear Trunnion Interface (ECP 6157), the replacement of the Pattern Strobe Light Power Supply (SLPS) (ECP 6052) and the replacement of the Environmental Control System (ECS) exhaust stack (ECP 6106R1). NAVAIR intends to negotiate this Order on a sole source basis with McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company, St. Louis, MO 63166-0516. Boeing is the designer, developer and solemanufacturer of the USN F/A-18 C/D and E/F Aircraft and as such, is the only firm with the knowledge, experience, technical data, facilities and test equipment necessary to perform the complete design, development, integration and configuration management of change kits and ECPs for the USN F/A-18 Aircraft and to perform them in a timely manner for the purposes of meeting the fleet’s operational needs.
