The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.106 to Elsevier B.V., DBA Engineering Information, Radarweg 29, Amsterdam, NLD 1043 NX. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Information Technology Laboratory (ITL) has a requirement to use Elsevier as a sole source to renew the ERDC subscription to Compendex on Engineering Village. This is a multi-site subscription allowing all authorized ERDC users to have online access to this product. Elsevier is the sole publisher and provider of electronic access to their journals.
