N00039-17-R-0020: Notice of Intent to Award a GSA order on a Sole Source Basis

N0039-17-R-0020 - Notice of Intent to Award Sole Source Contract Compusearch Software Systems, Inc. for Space and Naval Warfare Systems Command (SPAWAR). SPAWAR intends to award an order on a sole source basis to Compusearch Software Systems, Inc. (Compusearch) for services to provide continued software engineering and database services for sustainment and further development of the MIDSvue modules of Compusearchs web-served data and document management system. Authority for other than full and open competition is 8.405-6(a)(1)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. A Request for Proposal (RFP), N00039-17-R-0020, using other than full and open competition will be issued in anticipation of contract award number: N00039-17-F-0012. This effort is required to continue support of the MIDSvue suite of modules for the 1,000+ active users in 43 countries for a period of five (5) years. MIDSvue provides a single interface for all Program Office Contracting, Change Management, Engineering, Logistics, Foreign Military Sales, and Correspondence services, and automation. The effort requires Compusearch to access the MIDS Program Office (MPO) Information Technology (IT) environment, and to tailor and configure the MIDSvue suite specifically for the MPOs purposes. Compusearch alone possess the expertise and capability required to successfully perform these functions. These services include: requirement gathering; analysis and definition; business process re-engineering; software and database design; development and integration; application demonstration and evaluation; configuration management; production support and training of the added capability within the MIDSvue user community.
