Engineering Support Services for Unmanned Aerial Vehicle Information Operation

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with SciFly, LLC The requirement is for the purchase of the following: ITEM 0001: Test Aircraft including pilot, fuel, oil, and insurance QTY: 40 hrs ITEM 0002: Non recurrent engineering and airframe modification including avionics, antenna, cabling and equipment integration QTY: 6 days ITEM 0003: FAA Major Airframe Alteration Engineering and Certification QTY: 1 lot Services are required to conduct calibration of the SURFR-3B sensor system on a training surrogate in support of theater operations. UAV sensor systems are complex systems that include the aircraft, sensors, communications links and integration into existing CONOPS and data workflow. NIWC Pacific, Code 56110 has developed sensors that are used by Naval Special Warfare Command and other U.S. Special Operations Command components. Prior to deployment, personnel from these organizations must attend training course to obtain certification and approval for the operational use of these sensors. NIWC Pacific has designed and maintains training equipment that U.S. Special Operations Commands use during these courses. In order to meaningfully train users on the operation of the SURFR-3B sensor, the equipment must be integrated and properly calibrated. Calibrations are tied to a specific installation and specific aircraft configuration and must be performed on the actual aircraft used during training. While other training providers are in the market place, at this time Naval Special Warfare Command executes training on the West Coast with only SciFly, LLC. Other vendors that offer training on similar capabilities include PGS, TSM-Xator, and OWT Global, but none of these vendors have access to aircraft or hardware required to execute the training on the West Coast. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
