76--Medical Journal Micro Film Subscription

This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, VISN 10 Contracting Activity, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate using sole source procurement procedure prescribed in 13.106(b) with National Archive Publishing, a small business, for the renewal of a microfilm subscription for numerous medical journals used in the medical library. The proposed period of performance is a one time purchase with no options. The government believes that only one business can satisfy all of the agency requirements and intends to negotiate with only one source under the authority of 10 USC 2304(c)(1) - based on the existence of limited right is data (publishing rights). Other persons may identify their interest and capability to respond to this requirement by September 22, 2008. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government.
