Notice of Intent to Sole Source for Handheld Monocular Requirement - Raptor Photonics, Inc.

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO RAPTOR PHOTONICS, INC., FOR HANDHELD MONOCULAR REQUIREMENT The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source, firm-fixed price contract to Raptor Photonics, Inc. (3020 Business Park Dr. Ste F, Norcross, GA 3007-1451; SAM Unique Entity ID: XUL5CB8VDWV8; CAGE: 88QT8) for a Handheld Monocular equipment. In order to meet the Government’s mission, the Pentagon Force Protection Agency (PFPA), requires Raptor Photonics Handheld Monocular per the Intelligence Community standards. This is the only company that provides the full complete specific handheld monocular required by the Intelligence Community. Raptor Photonics, Inc. were found to be the best at detecting and identifying new and existing threats from foreign intelligence services. The ICS50-SWIR640-OL Handheld Monocular uses a Visible SWIR detector which has a peak QE of >90% with ALPD functionality which allows for the detection of pulsed lasers. In addition, the VIS SWIR sensor is paired with an thermalized 50mm Vis-SWIR lens with >85% transmission. Raptor Photonics, Inc. is the direct supplier of the ICS50-SWIR640-OL Handheld Monocular. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(i) under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures . The NAICS code utilized for this procurement is 333314, Optical Instrument and Lens Manufacturing. Small Business Size Standard of 500 Employees. This is a commercial item.
