74--SOLE SOURCE REQUIREMENT for the purchase of a Solid State Media Destruction Device approved by the NSA/CSS

The US Government intends to solicit and negotiate with only one source, using FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1), to procure one National Security Agency/Central Security Service (NSA/CSS) approved destruction device. The one source is, Data Security, Inc, 300 S 7th St, Lincoln, NE 68508, USA. The requiring activity is the U.S. Army Civilian Human Resource Agency-Europe(CHRA-E). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13. The NAICS is 333999/500. This is a firm-fixed price acquisition for approximately Euros 67,490.00 (approximately US $71,327.40). The requirement will be fulfilled by Data Security Inc, under the GSA contract number GS-35F-0535T. The NSA/CSS approved SSMD-2mm destruction device is in accordance with the Evaluated Products List for High Security Solid State Destruction Devices and Army Regulation AR 25-2, Army BBP 03-PE-O-0002 and BBP 03-PE-O-0003. This type of device is required for the destruction of all personal identifiable information (PII) for the Government. This notice of intent is not a request for competitive quotes. However, any party that believes it is capable of fulfilling the requirement as stated herein, may submit a written response-that is a capability statement, which clearly supports and demonstrates the ability to perform the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
