The Court Services and Offender Supervision Agency (CSOSA) intend to award a sole source contract to West, A Thomson Reuters Business. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of CSOSA's intent to issue, on a sole-source basis, a firm fixed contract to West, Thomson Reuters LLC, for their online Westlaw, West LegalEdCenter, and Westlaw Next databases. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy the Agency requirements. The Westlaw, Westlaw Next and West LegalEdCenter databases are only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning November 1, 2014 through October 31, 2015. There will be two one-year options as well under this sole source contract. The Westlaw databases are heavily used by CSOSA. They provide a complete legal research system which will improve legal research efficiency, productivity and confidence. They are essential to the successful completion of critical Agency work done by the Office of the General Counsel. In addition, the subscription includes a unique search algorithm that includes elements from the West Key Number System, West's Keycite service, and West Secondary Sources. It also includes Case Summaries, a shared folder capability, and notes and highlighting features that are not found in other databases. Westlaw contains many unique databases and features, including: • National Reporter System • West Key Number System • West's Editorial Enhancements • Full Restatements of the Law • Uniform Laws Annotated • National Digest System • Full American Jurisprudence Library • Corpus Juris Secundum (CJS) • Public Utilities Reports (PUR) • Briefs on Westlaw (more than 2.3 million briefs) • West Reporter Images If no responses are received, within 15 days, 13 November 2014, after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
