This is not a solicitation or request for quotes. No solicitation package is available and telephone requests will not be accepted. Interested parties that believe they could satisfy the full requirement for reference publications, shall provide clear and convincing evidence of their ability to do so, in writing, by or before the deadline date for this Notice. Submittals will not be returned to the interested party and questions will not be accepted. This is an all or none requirement. A determination by the Government not to compete the required services based upon response to this notice is solely within the discretion of the Government.
