Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract This publication constitutes a Request for Information (RFI) for the U.S. Department of the Navy, Naval service Training Command (NSTC) to identify the availability of educational literature and resources to address enhancement of reading literacy and verbal skills (with attention to ESL learners) of adult learners in the work place through a variety of blended methodologies as listed under the Information Requirements. RESPONSE INFORMATION REQUIREMENTS: NSTC is seeking contractors with demonstrated experience in implementing approaches that have resulted in enhancing the reading skills of adult learners in the workplace. 1. Interested firms shall provide a no more than five page summary demonstrating their financial and technical capability to perform the following service. a. Valid and reliable research based programs for adult basic reading assessment and instruction b. Knowledge of curriculum frameworks to address Reading deficiencies i. Assessment/Learning gains assessment ii. Instructional strategies, including self-directed strategies for adult learners iii.. Identification of learning disabilities in adult learners 2.
