Sole Source award to Asset International, Inc. (dba Strategic Insight) for Simfund, a financial data subscription.

Sole Source Notice of Intent - The Department of Labor (DOL), on behalf of the Assistant Secretary for Administration and Management (OASAM), Washington, D.C. intends to negotiate a firm fixed price purchase order with Asset International, Inc. (dba. Strategic Insight), 805 Third Avenue 21st Fl, New York, NY 10022, under the authority of FAR 16.505(b)(2)(ii)(B)(4), brand name item, the item is peculiar to one manufacturer and no other supplies or services will satisfy agency requirements. The period of performance will be 12 months from the date of the award. The North American Industry Classification System (NAICS) code for this requirement is 511210 with the size standard of $38.5 million. EBSA needs to perform a granular detailed analysis of retirement plan investments by October 2019. The analysis requires access of certain financial information or assets held by retirement plans. While EBSA has information on retirement plans and their investments, they are from different sources and not easily linked. Therefore, EBSA needs a financial data base that links these current and historical data in a way that allows aggregation at the portfolio and retirement plan level. In addition EBSA needs certain classifications, ratings, and benchmarks to be matched to the portfolios. This information is readily available through the Simfund database and subscription. Moreover, Simfund is owned by the same parent company that acquired Brightscope, a subscription contract with complimentary retirement plan data that EBSA competed and awarded previously. The Simfund subscription would seamlessly integrate with EBSA's existing data subscriptions and enhance EBSA's ability to address those. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No task order will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the task order will be awarded without further notice. A determination by the Government not to compete the proposed task order on this notice is solely within the discretion of the Government.
