15--Acquisition of Non-Recurring engineering Services for MH-60R Production Changes

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement (BOA) N00019-03-G-0003 to Sikorsky Aircraft Corporation on a sole source basis for the acquisition of non-recurring engineering services for MH-60R production changes. As the sole manufacturer and developer of the MH-60R air vehicle Sikorsky is the only source with the technical data and experience necessary to perform this effort in a timely and cost effective manner. Due to limitations on the Government’s rights in data a data package sufficient for the competition of this requirement is not available.
