16 -- H-1 Upgrades Helmet Mounted Sight and Display for UH-1Y and AH-1Z Aircraft

The Naval Air Systems Command (NAVAIRSYSCOM) intends to procure Helmet Mounted Sight and Display System (HMSD) components for the UH-1Y and AH-1Z aircraft. The hardware will be purchased from Thales Avionics, 25 Rue Jules Vedrines, Valence, France, the sole manufacturer of the HMSDs, under an existing contract. The Contractor shall perform manufacturing and logistics work necessary to furnish 22 each of the following helmet components: Cockpit Tracker Module (P/N: C19226DA); Connection Module (P/N: C19225CA); Electronics Unit (P/N: C19224DA01); and Ventilated Mounting Tray (P/N: C19613AB). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales Avionics is the only responsible source and no other type of equipment will satisfy the Marine Corps requirements.
