16 -- H-1 Upgrades Program Helmet Mounted Sight and Display System (HMSD) Initial Spares for the UH-1Y Aircraft

The Naval Air Systems Command (NAVAIRSYSCOM) intends to procure Helmet Mounted Sight and Display System (HMSD) Initial Spares for the Lot 3 UH-1Y aircraft. The HMSD Initial Spares will be purchased from Thales Avionics, 25 Rue Jules Vedrines, Valence, France, the sole manufacturer of the HMSDs, under an existing contract with Thales Avionics. The contractor shall furnish seven (7) Cockpit Tracker Modules (P/N: C19226DA); seven (7) Connector Modules (P/N: C19225CA); eleven (11) Electronic Units (P/N: C19224DA01); eight (8) Ventilated Mounting Trays (P/N: C19613AA); seven (7) Connection Module Cables (P/N: C19612AA); six (6) Basic Helmets ( 3 standard P/N: C19228DA, 3 large P/N: C19632DA); and eleven (11) Display Modules (P/N: C19227EA). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales Avionics is the only responsible source and no other type of equipment will satisfy Marine Corps requirements.
