15 -- Retrofit Incorporation of Engineering Change Proposal (ECP) into the USN F/A-18 Aircraft

The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price Order under NAVAIR Basic Ordering Agreement (BOA) Number N00019-03-G-0009 for the retrofit incorporation of an ECP into USN F/A-18 Aircraft for the Leading Edge Extension Door/Structure Acoustic Fatigue Improvement. NAVAIR intends to negotiate this Order on a sole source basis with McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company, St. Louis, MO 63166-0516. Boeing is the designer, developer and sole manufacturer of the USN F/A-18 C/D and E/F Aircraft and as such, is the only firm with the knowledge, experience, technical data, facilities and test equipment necessary to perform the complete design, development, integration and configuration management of change kits and ECPs for the USN F/A-18 Aircraft and to perform them in a timely manner for the purposes of meeting the fleet’s operational needs.
