Description
The Naval Air Systems Command (NAVAIR) intends to negotiate priced options under solicitation N00019-04-R-0086 with Harris Corporation, Government Communications Systems Division, Melbourne, FL 32902 for the FY05 and FY06 procurement of Common Data Link (CDL) compliant Light Airborne Multi-Purpose System (LAMPS) compatible data link kits (AN/SRQ-4(Ku) kits & AN/ARQ-58 systems) to replace the existing Hawklink (AN/SRQ-4 & AN/ARQ-44) onboard the MKIII H-60 family of helicopters and LAMPS capable surface ships. It is anticipated that approximately twelve (12) AN/SRQ-4 (Ku) kits and twelve (12) AN/ARQ-58 systems will be procured in FY05 and that approximately eighteen (18) AN/SRQ-4 (Ku) kits and eighteen (18) AN/ARQ-58 systems will be procured in FY06. In addition to the procurement of the ship and aircraft data links, it is anticipated that the FY05 and FY06 procurements will include production line start-up effort, provisions for repair of repairables, provisions for repair of Government Furnished Equipment (GFE), execution of Engineering Change Proposals (ECPs) and procurement of spares. This requirement will be negotiated with Harris Corporation on a sole-source basis pursuant to FAR 6.302-1(a)(2)(ii)(B), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Only Harris Corporation has the necessary technical data to deliver production hardware that meets the Government’s requirements.
