Department of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics VA Central Office (VACO) Library May 30, 2014 VA701-14-I-0204 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE CENGAGE Learning Database Package The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2), "Only one responsible source and no other supplies or services will satisfy agency requirements." The VA intends to solicit and negotiate with Cengage Learning, 27500 Drake Road, Farmington Hills, MI 48331 who will provide desktop access to the following databases for VACO library staff and employees: 1. Computer database designed to answer questions of researchers, business and computer professionals about hardware, software, networks, peripherals, and services. It also provides detailed information about evaluation, purchase, use, and support of computers and other electronic products and comprehensive information about the computer, electronics, and telecommunications industries as well as information on industry trends, virtual reality and product reviews, etc. 2. Remote Desktop Services (RDS) Business Reference Suite which includes three databases: RDS Business and Management Practice, RDS Business and Industry and RDS TableBase. These databases can be searched individually or all at once. This notice of intent to sole source is not a request for competitive quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
