The U. S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) intends to award a contract to West Publishing Corporation under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NRCS intends to award online Westlaw access for four human resources specialists in the NRCS Workforce Services Division for sophisticated legal research services that include historical information, federal-sector EEOC administrative decisions, Merit Systems Protection Board administrative decisions, federal court decisions, federal statutes, the Code of Federal Regulations, and the Federal Register. Westlaw provides legal researchers with access to exclusive resources, proprietary tools, and technology such as authoritative content, Westlaw's proprietary key numbering system, and the Key Cite function. The period of performance is August 1, 2017 through July 31, 2018. This announcement is not a request for competitive proposals. A solicitation will not be available for this requirement.
