REQUEST FOR INFORMATION (RFI) 48TH CONTRACTING OFFICE, RAF LAKENHEATH Cellular Telephone Service Introduction: This is a Request for Information (RFI) for market research purposes. The U.S. Air Force, 48th Contracting Squadron, United Kingdom (UK) is seeking information regarding potential sources and additional commercial standards in order to assess the competiveness of the commercial marketplace for 3G Cellular Telephone (CT) services at RAF Lakenheath, RAF Mildenhall, and RAF Feltwell. Requirement Description: The contractor shall provide self-optimizing cellular telephone services along with tariffs and/or plans (henceforward the term "plan" will mean "tariff and/or plan") with international services for up to 400 individual lines under two separate main accounts. Each plan shall include international service when the cell phone is utilized outside the UK. The term self-optimizing means each line will be placed in the appropriate plan automatically (without having to manually switch the plan), based on what is used during the billing period. If the original plan chosen is exceeded, the plan shall automatically be bumped to the next available plan. International rates will only be charged for the duration the CT is utilized outside the UK. Thus, on a day to day or weekly basis rather than by the minute, text, or megabyte (MB). See Attachment 1, Statement of Work (SOW) for more details on this potential requirement and service locations that need to be covered. Request for Information: Please provide a brief and concise synopsis of your company's available services to include any information on the capability to supply these self-optimizing service plans. Also, please explain if there are any potential issues that may cause concern for your company in tendering a competitive proposal to include any limitations on quantities and product features.
