The U.S. Agency of Global Media (USAGM) formerly known as the Broadcasting Board of Governors (BBG) or Voice of America (VOA), Office of Contracts (CON) located at 330 Independence Avenue, S.W. Washington, D.C. 20237 intends to negotiate and award one (1) sole source contract to the following Contractor: Telediffusion de Mauritanie S.A. BP 4908 Nouakchott This award will be for one (1) base year and four (4) option year periods. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(a) (1) which is implanted at FAR 6.302-1 as follows “When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need to be provided for”. The proposed sole source award requires that licensing and exclusive use of the 93.8 megahertz (MHz) frequency on the frequency modulation (FM) band for USAGM. This procurement will allow USAGM to continue transmissions to Asia, via the USAGM relay stations in the Philippines and Marianas and Greenville, NC. See the attached Statement of Work (SOW) for additional details regarding this requirement. It has been determined that Telediffusion de Mauritaine is the only Contractor capable to continue providing the required broadcasting. See attached agency justification. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide broadcasting as referenced in Statement of Work (SOW). In addition, interested firms must state how they would fulfill the requirement and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.
