The VA intends to solicit and negotiate with EBSCO, 789 E Eisenhower Pkwy, Ann Arbor, MI, 48108-3218, USA; Proquest LLC will provide requiring sites on the VHA network with access to a Link Resolver web-based product that is organized in an administration Parent/child account relationship. The Parent account will have a minimum of 150 child accounts, and up to 160 child accounts if needed. Other vendors may offer 150 individual accounts, without the parent account. Please see the attached SOW for program description. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
