USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Ican, Inc., 7616 LBJ freeway, Suite 600, Dallas, Texas 75251-122 to upgrade the Lock Operations Management Application (LOMA) 4. This software is proprietary. CHL is requiring an upgrade to the existing LOMA application to address updates to supporting operating systems, databases, and data interfaces. It will add enhancements determined through experience with existing LOMA application and input from users. These modifications will make LOMA more reliable, address technical issues identified over the last 10 years of operation, and ensure integration into USACE waterways operations. The main objective is to upgrade LOMA software to use HTML5 for display and remove the use of Silverlight. This procurement action is exercised as sole source pursuant to authority of FAR 6.302-1(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and 10 U.S.C. 2304(c)(1), Contracts: competition requirements for the purpose of providing written consent and approval to award on an other than full and open competition basis. This Notice of Intent is for information purposes only. This is not a request for competitive proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517919 with a Small Business Size Standard of $35.5M. All sources eligible to provide these services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these services as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 5 calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.
