Sole Source Notice - McCarthy on Trademarks & Unfair Competition CD ROM Subscription

The United States Patent and Trademark Office (USPTO) intends to award a sole source purchase order for an annual subscription of McCarthy on Trademarks and Unfair Competition (CD-ROM) utilizing simplified acquisition procedures to West Group, a Thomson Reuters Business. The USPTO Efficiency Act, 35 USC 2(b)(4)(A) and the Patent and Trademark Office Acquisition Guidelines (PTAG) specifically exempt USPTO from the Competition in Contracting Act (CICA 41 USC 253). The PTAG allows for sole source procurements without regard to CICA, whereby, USPTO intends to balance these considerations with the program benefits that can be gained from developing a reduced supplier base and build strategic alliances with suppliers. The period of performance is from October 1, 2013 through September 30, 2014. No RFQ will be issued as a result.
